Multi-item orders can progress unevenly
Different products in the same order may become ready at different times. One item can be ready while another still requires preparation.
The customer-facing order status is intentionally conservative: we avoid telling you the whole order has moved to the next stage unless the available signals support that statement for the shipment as a whole.
This prevents a single ready item from making the complete order appear shipped too early.
